No. The KLX539 is the side case holder frame only: K33 MONOKEY® SIDE cases must be purchased separately.

Is it suitable for the 2014 GSX 1250 F?
Yes. The KLX539 covers the GSX 1250 F from 2010 to 2016, as well as the GSX 650 F (2008-2014) and the Bandit 650 and 1250 (2007-2011).
